The objective of this contract is to design a robust, scalable horizontal risk model for rail safety and security. The risk model will focus on regulated entities (railways and local railways) and their sub-components to strengthen inspection planning and prioritization within the context of the development of the Rail Safety and Security (RSS) National Oversight Plan. The Contractor shall provide the functional framework, risk logic, and any rail-specific requirements necessary to drive the model’s accuracy and relevance to the Rail Safety and Security (RSS) program. The contractor shall focus on achieving horizontal alignment across existing rail safety and rail security programs, ensuring that the proposed risk model integrates consistently with other program areas. The solution must be designed to use current RSS safety and security data holdings and be sufficiently flexible to incorporate additional data sources in the future, including data provided by railway operators, subject to applicable authorities and governance. Furthermore, the risk model must be scalable to other Safety and Security programs within Transport Canada (TC). A key deliverable of this work is the creation of adaptable and transparent risk measures that can be used to support inspection planning and prioritization across Rail Safety and Security, and that can apply to the oversight of other transportation modes within TC’s jurisdiction. The risk model shall enable the identification of key risks.
