Nature of Requirements: The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to urinalysis sample collection services on an as and when requested basis for male and female offenders released on community supervision in the zones identified hereunder.

COVERAGE AREA:
South of Highway 354 in Hants County in through Mount Uniacke and down to Digby. The border on the South shore is south of the Halifax/Lunenburg County line down to the Mersey River in Liverpool. The Yarmouth territory runs from Digby around the southwestern part of the province to south of the Mersey River in Liverpool.
Objectives: To monitor offenders’ compliance with any conditions that requires abstention from alcohol or drugs.
Deliverables:
a) The Contractor must collect urine samples from offenders according to relevant guidelines and policy when requested by the Project Authority.
b) The Contractor must develop a schedule and make appointments for the purpose of collecting samples within the required timeframe provided by each referral.
c) The Collector must be of the same gender as the offender providing the sample.
d) The Contractor must provide the protective gloves required for the collection of samples.
e) The Contractor must order the shipping materials including, but not limited to collection containers, labels, forms, and prepaid shipping labels through CSC. The Contractor must prepare the sample for shipment in accordance with CSC testing and shipping standards.
f) The Contractor must complete the urinalysis log sheets CSC provides and forward them to the parole office.
g) The Contractor must attend court hearings, meetings with auditors, or meetings with CSC managers as requested by the Project Authority.
h) The Contractor must provide urgent collection within 24-hour from the Parole Officer or Parole Officer Supervisor’s request. The urgent collections are in addition to any pre-existing scheduled appointment of an offender who is tested at regular intervals.
i) The Contractor must provide emergency collection within 4 hours from the Parole Officer or Parole Officer Supervisor’s request. An offender may be demanded to submit to urinalysis when an authorized person has reasonable grounds to suspect that the offender has breached an abstinence condition for the use of alcohol or drugs of their conditional release or long-term supervision order.
j) The Collectors must complete the CSC Urinalysis Collector Training Program either online, in person, or out of province as per the Contractor’s location as reasonably feasible and at the Contractor’s expense prior to commencing services.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Period of the Contract: The Work is to be performed during the period of January 1, 2027 to March 31, 2028 with the option to renew for two (2) additional one-year periods.
