NOTICE OF PROPOSED PROCUREMENT
Advance Contract Award Notice (ACAN)
DEFINITION OF THE REQUIREMENT:
The Canadian Armed Forces (CAF) has a requirement for a medical training facility, including equipment and support staff, in support of the Advanced Military Trauma Resuscitation Program (AMTRP). Training is to be conducted where access to integrated simulation facilities and live tissue training (LTT) capabilities are available. This training is a critical element of medical pre-deployment training that is a requirement for CAF Health Services personnel, focusing on invasive procedures performed on anesthetized swine non-human models (NHMs) under veterinary supervision.
The CAF will require the Offeror provide facilities for up to three (3) course serials (a serial is one scheduled delivery of the AMTRP defined by its specific start and end dates. Each serial represents a chronological iteration of the course and is delivered multiple times within a fiscal year. One serial consists of five (5) business days) annually with an aim to train twenty (20) students per serial. Specific training activities are designed to improve the knowledge, behavior, and skills of CAF medical personnel working in military trauma related environment. The Offeror will provide facilities, equipment, supplies, and support personnel.
The Offeror must demonstrate that it is able to provide proof of CCAC Good Animal Practice (GAP) certification provided by the Canadian Council on Animal Care (CCAC) (https://ccac.ca/en/certification/)
Location is critical to the serial success due to limitations in available time to deliver the content of the course material. To limit time disruptions, it is calculated that the facility must be co-located with all necessary deliverables (Simulation Suite, Lab). The Offeror must demonstrate that the proposed facility is located within a radius of 25 kilometers of the address below:

If the Offeror is providing access to more than one location for the Simulation Suite and Labs as described in Annex Statement of Work, each location must be within 500 meters of each other.
PERIOD OF THE PROPOSED CONTRACT:
The proposed contract is for a period of one (1) year, from contract award to 30-June-2027. The contract includes up to four (4) one-year option periods.
SUPPLIERS’ RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES:
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in this ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how they meet the advertised requirements.
CLOSING DATE FOR THE SUBMISSION OF A STATEMENT OF CAPABILITIES:
The closing date and time for accepting statements of capabilities is 6 July 2026 at 2:00 p.m. EST.
INQUIRIES AND SUBMISSION OF STATEMENT OF CAPABILITIES:
All inquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the closing date of the ACAN. Inquiries received after that time may not be answered.
